Đề xuất không công bố công khai điểm thi, điểm kiểm tra của học sinh

Chiều 7-11, Ủy ban Trung ương Mặt trận Tổ quốc Việt Nam tổ chức lấy ý kiến các dự thảo văn kiện trình Đại hội XIV của Đảng.

</p> <p>Ông Nguyễn Quang Huân, đại biểu Quốc hội, ủy viên Đoàn Chủ tịch Ủy ban Trung ương Mặt trận Tổ quốc Việt Nam, đã góp ý nội dung phát triển giáo dục, khoa học, công nghệ và môi trường trong dự thảo Báo cáo chính trị trình Đại hội XIV của Đảng.</p> <h2>Cần đổi mới mạnh mẽ phương thức đánh giá theo năng lực thực hành</h2> <p>Ông nêu rõ về giáo dục và đào tạo, dự thảo nhấn mạnh mục tiêu xây dựng nền giáo dục quốc dân hiện đại, hội nhập quốc tế, ngang tầm khu vực và thế giới. </p> <p>Điều này phù hợp với tinh thần của nghị quyết 71 của Bộ Chính trị về đột phá phát triển giáo dục và đào tạo, là nền tảng vững chắc để hiện thực hóa khát vọng trở thành quốc gia phát triển, thu nhập cao vào năm 2045…</p> <p>Ngoài những điểm nổi bật có ý nghĩa sâu sắc đã nêu trong dự thảo, ông Nguyễn Quang Huân nêu thêm một số ý kiến mà cử tri và nhân dân đang rất quan tâm, đồng thời đề nghị các giải pháp cần thực hiện.</p> <p>Điều đầu tiên ông Huân cho rằng cần khắc phục tình trạng “sính” bằng cấp, thi cử nặng tính hình thức. </p> <p>Theo ông, dự thảo đã nêu yêu cầu “nâng cao chất lượng giáo dục và đào tạo nguồn nhân lực, nhất là nhân lực chất lượng cao”, song thực tế cho thấy tâm lý “khoa bảng, chuộng bằng cấp” vẫn phổ biến, thi cử còn thiếu nghiêm túc. </p> <p><!-- bonewsrelation --><!-- eonewsrelation --></p> <p>Để thực hiện đúng tinh thần dự thảo, ông đề nghị cần đổi mới mạnh mẽ phương thức đánh giá theo năng lực thực hành và không công bố công khai các điểm thi, điểm kiểm tra của học sinh như một số nước tiên tiến đang làm.</p> <p>Bỏ các yêu cầu chứng chỉ, văn bằng không cần thiết trong tuyển dụng và bổ nhiệm công chức, viên chức mà thay bằng phỏng vấn trực tiếp để đánh giá nhân sự.</p> <p>Nội dung thứ 2, ông nhấn mạnh cần kiên quyết đẩy lùi bệnh thành tích. Đây vẫn là một thực trạng nhức nhối của nền giáo dục nước ta. </p> <p>Tỉ lệ tốt nghiệp, học sinh giỏi ở nhiều nơi cao bất thường phản ánh bệnh thành tích chưa được giải quyết triệt để. </p> <p>“Đề nghị yêu cầu đánh giá chất lượng giáo dục bằng khảo sát độc lập, gắn trách nhiệm người đứng đầu cơ sở giáo dục với kết quả thực tế và áp dụng công nghệ AI chống gian lận trong thi cử”, ông Huân nêu thêm.</p> <p>Nội dung thứ 3, ông nêu ra về việc quản lý chặt vấn nạn dạy thêm, học thêm. Cần ban hành bộ quy tắc ứng xử trong ngành giáo dục, qua đó định nghĩa rõ khái niệm đạo đức trong dạy học và học. </p> <p>Chỉ dạy thêm khi có nhu cầu thực sự và đúng đối tượng theo khung quản lý thống nhất. Theo đó, cần xây dựng cơ chế rà soát, cập nhật định kỳ 3 – 5 năm, bổ sung nội dung về công nghệ mới, kinh tế số, kinh tế xanh; doanh nghiệp ESG hay kinh tế học hành vi…</p> <p>Điểm thứ 5, ông nêu về nội dung giáo dục kỹ năng mềm một cách thực chất cho cả giáo viên và học sinh. </p> <p>Ông cho hay tinh thần “chuyển mạnh quá trình giáo dục từ chủ yếu trang bị kiến thức sang phát triển toàn diện năng lực, thể lực và phẩm chất người học” của dự thảo phải gắn liền với việc đưa kỹ năng mềm trở thành nội dung bắt buộc trong chương trình, gắn với hoạt động trải nghiệm, dự án cộng đồng, học qua tình huống thực tiễn. </p> <p>Do đó, cần có phương pháp đánh giá kết quả rõ ràng, không chỉ tổ chức hình thức. Các giáo viên cũng cần được đào tạo bổ sung, cập nhật các kỹ năng mềm và các phương pháp giáo dục mới mỗi năm ít nhất một lần vào thời gian nghỉ hè của học sinh.</p> <p>Điểm thứ 6, ông Huân cho biết thêm chiến lược tổng thể về du học sinh và đào tạo sau đại học tại nước ngoài. </p> <p>Để đạt được mục tiêu xây dựng nền giáo dục ngang tầm khu vực và thế giới, tránh “chảy máu chất xám”, ông cho rằng cần chiến lược du học đồng bộ, ưu tiên ngành nghề mà trong nước chưa thể tự đào tạo hoặc đào tạo có chất lượng chưa cao.</p> <p>Đồng thời cải thiện môi trường làm việc, lương thưởng, điều kiện nghiên cứu để du học sinh trở về cống hiến cho đất nước.</p> <div class="cai_box_reviewalignCenter" data-back="#FFFBF2" data-border="#F2D1AA" data-text-color="#333333" id="ObjectBoxContent_1762511452131" type="content"> <div placeholder="Nhập nội dung..."> <p>Cũng nêu ý kiến góp ý tại đây, GS Trần Ngọc Đường, nguyên Phó chủ nhiệm Văn phòng Quốc hội, cho hay dự thảo Báo cáo chính trị nhấn mạnh yêu cầu xây dựng nền giáo dục quốc dân hiện đại ngang tầm khu vực và thế giới. </p> <p>Ông cho rằng theo quan điểm “tiếp tục đổi mới tư duy phát triển” cần được bổ sung và làm rõ thêm một số nội dung sau đây để nhằm thúc đẩy đổi mới căn bản và nâng cao chất lượng giáo dục. </p> <p>Cụ thể, ông Đường đề nghị bổ sung nội dung đổi mới toàn diện nội dung và phương pháp giảng dạy bằng việc ứng dụng công nghệ số; cần tích hợp mạnh mẽ công nghệ thông tin trong quá trình giảng dạy, học tập và quản lý giáo dục. </p> <p>Đổi mới chương trình đào tạo phù hợp với nhu cầu của thời kỳ hội nhập toàn cầu. Phương pháp dạy học hiện đại, nâng cao chất lượng đội ngũ giáo viên và cán bộ quản lý giáo dục. Xây dựng các trung tâm nghiên cứu, phòng thí nghiệm đạt chuẩn quốc tế.
