Chiến Lược 'tự Cởi Trói' Về Quốc Phòng Của Thụy Sĩ

Thông cáo báo chí sau cuộc họp định kỳ ngày 5.11 của Chính phủ Thụy Sĩ (hay Hội đồng Liên bang theo cách gọi địa phương) nêu rằng việc gia nhập chương trình có tên gọi “Biên bản ghi nhớ SAWFISH” này “cho phép Thụy Sĩ tham gia vào các chương trình mua sắm chung và hưởng lợi từ việc trao đổi thông tin với hai quốc gia chủ trì (Đức và Hà Lan) cũng như từ kinh nghiệm mà họ đã tích lũy được liên quan đến tác chiến điện tử”.

Cụ thể, mức trần chi tiêu cho quân sự sẽ được nâng lên đến 1% GDP vào năm 2032. Nghĩa là con số này sẽ tương đương khoảng 10 tỉ CHF (gần 12,5 tỉ USD) mỗi năm, với mức tăng 8%/năm từ nay đến đó”.</p> <p>Trả lời câu hỏi của phóng viên <i>Thanh Niên</i> rằng ngân sách tăng đó có dự tính được phân bổ vào việc đầu tư cho ngành công nghiệp quốc phòng để tăng cường năng lực tự chủ về khí tài cũng như để xuất khẩu hay không, bà Keller-Sutter đáp: “Không, chúng tôi không đầu tư vào các doanh nghiệp quốc phòng. Chúng tôi không có chính sách đầu tư vào công nghiệp. Trước đây Thụy Sĩ có khá nhiều doanh nghiệp chế tạo khí tài quân sự. Nhưng rồi, kinh doanh đình đốn khắp châu Âu, trong nhiều năm không có ai mua vũ khí cả. Tuy nhiên, cuộc xung đột ở Ukraine khiến Thụy Sĩ mất lòng nhiều đối tác châu Âu như Đức, Hà Lan, Tây Ban Nha, Đan Mạch…</p> <p>Lý do là Đạo luật Khí tài Chiến tranh (War Materiel Act – WMA) năm 1996 của Thụy Sĩ không cho phép khí tài Thụy Sĩ đang sở hữu, đã bán cho hoặc mua từ nước ngoài, được chuyển đến quốc gia đang có xung đột là Ukraine.</p> <p>Dư luận cũng như Chính phủ Thụy Sĩ đã có ý định trình quốc hội đề xuất sửa đổi WMA, nhằm giảm bớt các ràng buộc vốn hạn chế nước này tham gia nhiều hơn trong hoạt động thương mại và các khuôn khổ an ninh trong khu vực và trên thế giới.</p> <h2>Thụy Sĩ tham gia SAWFISH như thế nào?</h2> <p>Theo thông cáo ngày 5.11, các hệ thống tác chiến điện tử (EW) cho phép quốc gia vận hành sử dụng phổ điện từ để thực hiện các hoạt động tác chiến và phòng thủ cho nhu cầu riêng của mình, đồng thời ngăn chặn kẻ thù sử dụng phổ này.</p> <p>Mục tiêu của EW rất đa dạng, từ thu thập thông tin và gây nhiễu sóng phát thanh của đối phương đến “ngụy trang” người dùng trong không gian điện từ. EW bao gồm ba lĩnh vực phụ: tấn công điện tử (EA), bảo vệ điện tử (EP) và hỗ trợ điện tử (ES).</p> <p>“EW đã trở thành một yếu tố thiết yếu trong chiến tranh vũ trang phối hợp. Ở cấp độ chiến thuật, nó mang lại lợi thế tác chiến quyết định”, bản thông cáo viết.</p> <p>Chương trình SAWFISH cho phép Thụy Sĩ quyết định dự án nào họ muốn tham gia theo từng trường hợp cụ thể. </p> <p>Nhằm đảm bảo tính trung lập của Thụy Sĩ, thỏa thuận hợp tác cũng quy định Thụy Sĩ có thể rút khỏi chương trình bất cứ lúc nào nếu bất kỳ thành viên nào của chương trình tham gia vào một cuộc xung đột vũ trang.</p> <p>Nếu lựa chọn mua sắm chung, Thụy Sĩ có thể được hưởng lợi do yếu tố lợi thế kinh nhờ quy mô giúp giá mua khí tài giảm xuống. </p> <p>Ngoài ra, với kiến trúc mở và các giải pháp theo mô-đun do Hà Lan khởi xướng, SAWFISH sẽ tạo cơ hội cho các doanh nghiệp của Thụy Sĩ tham gia các dự án mua sắm mô-đun hoặc cung cấp dịch vụ tích hợp cho các mô-đun này.</p> <p>Hợp tác có thể được mở rộng sang lĩnh vực hậu cần và đào tạo chung. </p> <p>Thụy Sĩ cũng có thể hưởng lợi từ việc trao đổi thông tin và kinh nghiệm với Hà Lan, Đức và Đan Mạch (nếu nước này cũng tham gia) và được về hỗ trợ tác chiến điện tử.</p> <p>“Việc tham gia chương trình này là một bước tiến tới việc tăng cường hợp tác vũ trang với các nước châu Âu, phù hợp với các mục tiêu chiến lược của Hội đồng Liên bang”, thông cáo khẳng định. </p> <div class="VCSortableInPreviewMode" type="boxhighlight"> <div class="cai_box_review" data-layout="type-1" data-link="" wp_automatic_readability="25"> <div class="cai_box_review-content" wp_automatic_readability="70"> <h2>Chương trình SAWFISH gồm những gì?</b></h2> <p>Theo bản “Tuyên bố ý định tăng cường quan hệ song phương về An ninh và Quốc phòng” giữa hai Bộ trưởng Quốc phòng Liên bang Đức và Vương quốc Hà Lan năm 2019 mà <i>Thanh Niên</i> tiếp cận được, chương trình hợp tác SAWFISH đối với lĩnh vực tác chiến điện tử gồm những mảng sau đây:</p> <p>• Tình báo (INTL): Tăng cường trao đổi trong giáo dục và đào tạo, ví dụ đào tạo Tình báo cơ bản, các khóa học về Tình báo hình ảnh (IMINT), Tình báo nguồn mở (OSINT), và tăng cường hợp tác INTL khi có thể.</p> <p>• Tình báo, Giám sát và Trinh sát chung (JISR): Xem xét lẫn nhau các cơ hội tình báo, giám sát, bắt giữ mục tiêu và trinh sát (ISTAR).</p> <p>• Các dịch vụ Thông tin và Truyền thông (CIS): Tăng cường hợp tác trong các dự án chung như Kết nối các dịch vụ công nghệ thông tin hạn chế (CrIS), Mạng lưới Nhiệm vụ Liên bang (FMN) của NATO.</p> <p>• Không gian mạng (CYBER): Phát triển nhận thức tình huống không gian mạng/Bức tranh không gian mạng được nhận diện. Tăng cường hợp tác giữa các Đội ứng phó khẩn cấp máy tính (CERT) của Hà Lan và Đức.</p> <p>• Thông tin địa lý (GEOINFO): Nâng cao năng lực chung của Đức và Hà Lan về Địa lý, Khí tượng và Hải dương học (GeoMETOC), thông qua các dự án hợp tác và các dịch vụ, nhóm hỗ trợ GeoMETOC cấp quốc gia và đa quốc gia.</p> <p>• Tâm lý chiến (PSYOPS): Duy trì mức độ hợp tác cao thông qua việc triển khai thường
